Jeff Albert, PhD, is a water resource specialist.  Jeff is a 2005 recipient of EPA's Bronze Medal for his work on drinking water in response to the Indian Ocean tsunami. Between 1998 and 2001, Albert worked at the Israeli

Water Commission, the agency with prime responsibility for water allocation.
